I came from the country where carriers cell sim cards only they don't even offer contracts. People should carry about 3 things when choosing a carrier: 1. coverage, 2. rates, 3. customer service. My plan is over long time a go and I have no desire to renew it, I don't like an idea to be stuck to one carrier with 2yr agreement. I want freedom of choice as you said.
