Nokia got a shitload of money from german taxpayers to built their plant in germany. There were some restrictions tied to this agreement. Basically nokia was supposed to stay for a certain minimal amount of time and provide a certain minimal amount of jobs. It is not clear if this agreement was broken by nokia or if they have fulfilled all legal obligations that were tied to getting the money.
