China to lift licensing control on handset sales soon?

According to sources close to Taiwan handset makers, China is expected to soon announce a set of enforcement rules to liberalize its licensing controls on manufacturing and sale of handsets.
Earlier in October 2007, China’s State Council decided to lift the licensing control, but the ban is still in force due to a lack of enforcement rules.
Last week, officials from China’s Ministry of Information Industry (MII) reportedly held a meeting in Shenzhen to discuss details of the enforcement rules in order to facilitate the liberalization process.
Under the proposed enforcement rules, domestic and foreign handset makers or vendors will only be required to apply for permissions for the handsets they plan to introduce into the China market without an operating license. Manufacturers’ facilities and products will, however, need to meet inspection and testing requirements and the vendors will need to guarantee the quality of their products and assure to provide after-sales services.
The end result could be an increased competition in the China handset market as domestic vendors, who currently sell white-box handsets without a license, will be able to legalize their operations…
