		<description>Just as an FYI, this article has many facts confused.  FEMA has not promised to deliver text message alerts by 2009.  They took on the role of the operator of the system, but it will not be ready for a couple years.
  Also, although the alerts may temporarily be SMS, the future technology will likely be cellular broadcast.  And the FCC is not the party to develop the system.  It is a public-private partnership between DHS and, through the FCC, the carriers.</description>
