Russia to allow voting by mobiles in 2011?

The Russian Parliamentary elections are due in 2011, and we could see citizens opting to use their mobile phones to vote. The Central Elections Commission is looking to develop a Java-based application which could be downloaded to phones to allow secure voting services. As we’re talking about a Java-based app, it means that virtually every mobile phone will work, except of course, the iPhone.

Here’s how it should work, if approved by the government:

The voter is to report the number of the phone he wants to use ahead of the elections. On election day, a special program will be sent to this number. The program can only be used once, after that it will be blocked.

We’ll see how this will go. It does sound logical and I see no reason why this wouldn’t happen. It’s cheaper and way more efficient…
