This makes no sense when compared to Rogers current plans.

If I got the Flex Data plan that's currently on offer, I could use 15GB in a month, or even $25GB in a month, and the Flex Plan data fees are capped at a $100/mo maximum total.

Why would I pay $150 for 15GB when the current plan structure gives me 15GB and more for just $100?

The only way this new plan would make sense is it Rogers decides to kill off the Flex pricing structure -- which would be BIG news for heavy data consumers.
