Today T-Mobile has decided to out do itself in the budget-friendly department. The fourth largest wireless provider announced a no-contract, entry-level Android device tailored to first-time smartphone users called the Concord. The Concord is made by Chinese manufacturer ZTE and will carry a 2-megapixel camera, ship with Android 2.3 Gingerbread, and will be equipped with a 3.5-inch touch-screen display.

The handset will be showcased at Wal-Mart retail locations for the off contract price of $99.98, which the company plans to pitch its Family Mobile no annual contract plan with it as well. If you’re a Target shopper, the phone will hit the retail giant on Sunday, August 26. Sorry folks, there’s no 4G on this cheapy.
