One company sends 80% of SMS spam in China

Everything is big in China and so is the SMS spam. According to Nanfang Metropolis News, Focus Wireless, a subsidiary of US listed Focus Media, is sending 230 million text messages every single day, with their "largest SMS spam subsidiary" from Zhengzhou being responsible for 200 million SMS sent per day. Or to put it in other words - a single company sends 80% of all Chinese SMS spam!
I don't buy Focus Wireless' VP Ji Hairong words that the company's loosely controlled subsidiaries may be responsible for the spam. It's their company and they should get their things together. I don't know is that a lack of appropriate laws or what, but they should be stopped.
To put numbers in different perspective. Focus Wireless is sending more SMS spam per day then there are people living in Germany, France and UK combined! If that's not enough for the prison sentence, I don't know what it is…
