Okay, maybe not tan, but Samsung’s newly-announced Blue Earth will indeed be solar-powered and on top of saving power with rear-mounted cells, the device itself is made of recycled PCM plastic (ie bottles). As for the UI, it will feature a pedometer and tell you how much CO2 you’re not using by driving, and thus how many trees you’re saving by walking.  If you’re worried about not being able to keep everything powered strictly by solar, there will be a one-click Eco button which will reduce power usage overall, and let you really wring every last watt out of your battery.  Motorola’s Renew was built on the same super-green principal, so it wouldn’t be surprising to see a few more handsets at Mobile World Congress trying to rope in a few more environmentally-minded consumers.
